Google Ads vs Meta Ads for lead generation: how to choose

The short answer

Choose Google Ads when people already search for what you sell, such as an emergency repair or a lawyer: you pay to meet existing demand. Choose Meta Ads on Facebook and Instagram when you need to create demand with visuals and offers. Most businesses should test both, judging each by cost per booked customer, not cost per form fill.

Key takeaways

  • Google Search ads reach people who are already looking; Meta ads reach people who match an audience but aren't searching yet.
  • Meta leads usually look cheaper: LocaliQ's 2026 benchmarks put the average cost per lead at $27.39 for Facebook lead campaigns versus $66.69 for search ads, but a prefilled form and a searched-for call are not equal leads.
  • Compare platforms on the same outcome, a booked appointment or signed customer, by sending lead outcomes from your CRM back to each platform.
  • Size test budgets around each platform's learning period: Meta says ad sets usually exit learning after about 50 results in a week, and Google says Smart Bidding needs 7 to 14 days.
  • Housing, employment and financial services ads face targeting restrictions on both platforms in the US.

What is the main difference between Google Ads and Meta Ads?

Intent versus interest. A Google Search ad appears because someone typed a query, such as "emergency electrician near me" or "divorce lawyer consultation." A Meta ad appears in Facebook or Instagram feeds, stories and reels because the person fits an audience you described or Meta predicts they will respond. Google captures demand that exists. Meta creates demand that didn't.

That last row is a generalization, not a law. The rest of this guide shows how to test it for your business.

Which ad formats generate leads on each platform?

Google sends people to your website or your phone. Meta can also keep them inside the app with a prefilled form. That difference shapes lead volume and lead quality more than anything else.

Google Ads lead formats.

  • Search ads to a landing page. The searcher clicks, reads your page and fills in a form or books. You measure the form or booking as a conversion.
  • Calls from ads. With call reporting on, Google assigns a forwarding number to your call ads and call assets, so you can see call duration and count calls over a length you choose as conversions. Google says a tap to call costs the same as a click to your website.
  • Calls from your website. A short code snippet swaps the number on your website for a Google forwarding number, so calls can be tied back to the keyword, ad and campaign. Calls count as conversions when they last longer than a minimum length you set.

Meta lead formats.

  • Lead ads with instant forms. The form opens inside Facebook or Instagram. Meta says contact details such as name, email and phone may be prefilled if the person has already given them to Meta. A privacy policy link is required.
  • Form types. Meta offers "more volume" (the default), "higher intent" and "rich creative" forms. You can add custom questions, conditional logic, phone number verification by one-time code and work email validation.
  • Ads to a landing page. The person leaves the app for your site, as with Google.

The trade-off is friction. A prefilled form takes seconds, so you get more leads, and more of them forget they asked. The "higher intent" option and one or two qualifying questions reduce that. Whichever platform you use, call or message new leads within minutes; our research summary on speed to lead explains why the first few minutes matter.

How does targeting differ?

On Google you target the question. On Meta you target the person. Both let you limit by location and schedule.

Google. You choose keywords and match types, add negative keywords to block irrelevant searches ("jobs," "free," "DIY"), and set locations and ad schedules. Google's Keyword Planner shows estimates of how many searches a keyword gets each month and what it costs to show your ad, though Google notes that real performance depends on your bid, budget, ad quality, location targeting and customer behavior in your industry.

Meta. You define audiences by location, age, interests and behaviors, or build custom audiences from website visitors (tracked with the Meta Pixel), lead form openers or an uploaded customer list. A lookalike audience then finds new people similar to your best customers. Meta's delivery system then decides who sees each ad, and it learns from the results you optimize for.

Restricted categories. If you advertise housing, jobs or financial products, both platforms limit targeting in the US.

  • Meta requires a Special Ad Category for housing (including sales and rentals, mortgages and home insurance), employment, and financial products and services, plus political and social issue ads. Meta says certain audience options are limited or unavailable for these ads for advertisers in or reaching the US, and when reaching Canada.
  • Google's "access to opportunities" rules for housing, employment and consumer finance in the US and Canada prohibit targeting by gender, age, parental status, marital status or ZIP code. Radius targeting must be at least 1 km.

That matters for real estate agents, recruiters, lenders, insurers and property managers. Plan creative and location targeting accordingly, and check each platform's current policy before launch.

How do you set up conversion tracking so you can compare the two?

Track the same business outcome on both platforms, ideally a booked appointment or a signed customer, and send it back to each platform from your CRM. Comparing Google form fills with Meta form fills tells you which platform makes forms easy to fill, not which one grows the business.

On Google Ads:

  1. Set up conversion actions for each lead type: website forms, bookings, calls from ads, and calls from your website. Google lets you set a minimum call length so short calls aren't counted.
  2. Turn on enhanced conversions for leads. Your site sends a hashed version of the lead's details (such as their email address) when they submit a form. When the lead later becomes a customer in your CRM, you upload that outcome, and Google matches it back to the ad click. Google recommends this over the older offline conversion import. Note for developers: Google says that from June 15, 2026, these uploads move to its Data Manager API.
  3. If you use Smart Bidding, Google says it needs a 7 to 14 day learning phase, and frequent changes to budgets, targets or goals reset it.

On Meta:

  1. Install the Meta Pixel on your website and set up the Conversions API, which sends events from your server or CRM. Meta says data sent this way is less affected by browser loading errors, connectivity issues and ad blockers than the pixel alone.
  2. Connect instant forms to your CRM so leads arrive immediately instead of waiting in a download.
  3. Send later events (qualified, booked, won) back through the Conversions API so Meta can optimize toward people who become customers.

On both: tag every ad link with campaign parameters and store the lead source on the CRM record. Our guide to marketing attribution has a naming template you can copy.

How much does each platform cost per lead in 2026?

Benchmarks from LocaliQ, a marketing services company that publishes data from its customers' campaigns, give a rough sense of cost per lead on each platform. Use them to check that your plan is realistic, not as targets.

Search ads (Google Ads and Microsoft Ads), updated June 2026: average cost per click $5.42, conversion rate 8.18%, and cost per lead $66.69 across industries. The lowest cost per lead was arts and entertainment at $26.84; the highest was attorneys and legal services at $131.63.

Facebook lead campaigns, updated September 2026: average cost per click $1.80, conversion rate 8.54% and cost per lead $27.39. The lowest cost per lead was career and employment at $12.30; the highest was dentists and dental services at $61.56.

IndustrySearch ads, avg. cost per leadFacebook lead campaigns, avg. cost per lead
Home and home improvement$90.92$42.95
Real estate$102.51$13.74
Dentists and dental services$72.97$61.56
Education and instruction$77.48$26.31
All industries$66.69$27.39

What these numbers can't tell you. They are averages from one vendor's own customers. Neither page states the sample size, time period or countries covered. Averages hide wide variation by city and offer. And a "lead" is not the same thing on both platforms: a prefilled instant form and a person who searched, read your page and typed their details are different levels of commitment. That is why real estate shows a $13.74 Facebook lead next to a $102.51 search lead. The benchmarks don't measure how many of those leads became customers. You have to measure that yourself.

How much should you budget for a test?

Work backward from what you need to learn: enough leads, over at least four weeks, to see how many become customers. Then check that each platform's daily budget lets its learning process finish.

Two platform rules set the floor:

  • Meta: ad sets exit the learning phase "as soon as they can deliver stably," which Meta says usually happens after about 50 results in the week after the last significant edit. Below that, Ads Manager shows "Learning limited."
  • Google: Smart Bidding needs a 7 to 14 day learning phase. On any day a campaign may spend up to twice its average daily budget, but over a month it won't spend more than 30.4 times the daily budget.

Three rules make any test readable:

  1. Change one thing at a time. New ads, audiences or budgets reset learning on both platforms.
  2. Decide the success measure before you start. For example, write down the highest cost per booked consultation you will accept, and judge it after four weeks.
  3. Follow up every lead the same way. If Google leads get a call in five minutes and Meta leads wait a day, you are testing your follow-up, not the platforms. Automated first responses, such as those Cadenza, Worcia's sales follow-up and pipeline automation, sends, keep the comparison fair.

Which platform fits your business?

Start where your customers' demand already is. If people search for your service when they need it, start with Google. If they need to see it, or don't know they need it yet, start with Meta.

How do Google Ads and Meta Ads work together?

They play different roles in the same customer journey. Meta introduces the business; Google catches the person when they are ready to act; retargeting on either platform reminds people who visited but didn't act.

A common pattern for a local service business:

  1. Meta shows a short video or before-and-after photos to homeowners in your service area.
  2. Some viewers later search your business name or service on Google, where a branded search campaign and your Google Business Profile catch them.
  3. Retargeting on Meta shows a reminder or an offer to website visitors who didn't book.
  4. Every lead lands in one CRM with its source, gets a fast first response, and is followed up until it books or says no.

Be careful with credit. Each platform reports the conversions it can link to its own ads, so the same customer can appear in both reports. Use your CRM as the single record of which leads became customers, and look at total cost per customer across both platforms as well as per platform. If you are still deciding whether to pay for ads at all, our comparison of SEO and paid ads covers where the first marketing dollar should go.
